‘Tho opponents of tho Administration labor hard to make it appear that they aro not thereby op- posing the Government. They claim that itisou error to confound the Government with tho ad ministration of the Government. Their argu mont ia that the word government hos two mesn- ings, and that the ordinary songe in which the word goverament is used in free countries is that form of fundamobtal ralewand principles by which uation or Stato is governed, This, woudmit, is one of tho meanings of the word, But thi far from its ordinary meaning. ‘Thoro is another meaning, equally legitimate, which makes it ay- nonymous With the administration of public af fair, and this is the aenso in which itis far more commonly employed, simply becauso there is far oftener reason to speak of government as an ac- tunl exorcise of the suprome power than of it as fn abstract system of polity. In fact the Ad- ministration js constitutionally entrusted with the execution of tho Jows aud the superintendence or conduct of public affairs, It is therefore fdle to tall of nny distinction between the Administration snd the Government. The Words aro universally used ss synonymous. ‘The term adminiatration is rightfully used to express the idea of governmsat, and vice versa. This is tho established usage in every country. When we speak of the Government of Great Britain we o not mean the abstract principles of thnt Go- veroment, but the mon who administer its affairs. If the English or French Govorament commit a wrong ngainst the United States, wo look to the

When Earl Ruszell apoke, some time ago, in the English Par- Vinment of “awaiting on explanation from the ‘American Gorernment” in the matter of tho Pe- terhoff, or when the London Times spoke of ‘“ tho Government st Washington being anxious," did they mean that our “form of fundamental rules and principles’ could giye nn explouation or be anxious on the matter?

‘The attempted distinction between the Govern- ment and the Administration is simply an ob- surdity. Itis argued hy the opponents of the Adainistration thot the Government remains intact ond unscathed, while the Administration swept out of tence every four years. This jangross misrepresentation, The Administration never ceases, Otherwise the Government would cease also, For how could s government exiat without on administration? The very idea of o government implies the perpetual, uninterrupted exercise of the euproms powers of the State, and this depends upon the undying official life of administrative functionaries. There is no interregnum between the departure of one set of administrators and their euccessors, ‘Tho offics je held until the successor is inugurated.
